PROPERTY UTILITY MAPPING & DEVELOPMENT OF MUNICIPAL GIS..
  The Project is divided into 3 phrases:

1. Base Map Preparation
2. Property & Utility Mapping
3. GIS Application Development.

 
  I. Base Map Preparation

Base map is the Physical representation of actual features on the ground as collected part of the field survey. The data thus collected form special framework with the attribute database supporting the basemap that can be use for detail mapping by the ULBs.

The base map of the town are prepare to a scale of 1:5000 softcopy for the total town area in DWG format based on the High-resolution satellite imageries (IKONOS/Quick board) and also Aerial Photographs using digital Photogrammetry Technology, CAD and GIS. 
 
   Brief methodology and process:
 
  • Review of existing system, collection of all available data form Municipal Commissioner in soft copy and hard copy including boundary maps.
  • Acquisition of ikOnos, pan, sharpened color digital data and generation of 1:10000-scale hardcopy.
  • GPS ground control survey for providing about 10 control points evenly distributed over the area.
  • Post processing of ground control data.
  • Geo Referencing and Geo-coding of data on WGS-84 with projection on UTM.
  • Image Processing and generation of rectified image by ortho correction.
  • Digitization  for plan metric data captures.
  • Ground truth collection and compilation of final maps on 1:5000 scale.1 meter/0.5 meter contour interval using hardcopy multicolor maps.
  • Generation of 1:1000 scale map for contact survey.
  • Updating of the field verified data onto the digital data.
 
  II. Property  & Utility Mapping:


Data and mapping of properties and utilities can be derived from a No. of sources such as actual measurements of the locations and assets in the field books and from long serving employees.

In this phase, Hard copies of the base map to a scale 1:500 are generated for conducting field survey. The entire area is divided into grids of 4 Sq. Km. each of this grid was further sub-divided into 16 small grids covering 0.25 Sq. Km. each.

 
   Brief methodology and process:

  1. Physical survey of all Properties and Infrastructure details including condition should be demarcated in a 1:500 scale.
  2. The field map shall be in a A3 or A2 size depending upon the dense medium and sparks and fair maps can be in A1 size.
  3. The measurement and offsets of buildings as per scale shall be strictly represented to the best possible dimensions.
  4. Every property shall be assigned map/ID which will be used for data integration.

The following color code shall be depicted for the various conditions of the infrastructure:

  • A – Green color for good condition
  • B – Yellow color for Minor repairs
  • C – Brown color for Medium repairs
  • D – Red color for Major repairs likely badly damage for reconstruction.
  • E – Black color for ward boundaries.

In Utility they are 6 themes viz.,

  • Roads: Type of Roads, Carriage width, Age, Condition of pavement, Lease Lands, Municipal               Vacant Lands, Parks and Playground, Buildings, Community Hall, Function Hall,               Auditorium.
  • Water supply: Type of pipe, Age, Dia of Valum, Condition, Pumping station and Pump set,                           Contours.
  • Open Drains:  Type of Drain, Age, Condition , Present Value, Etc.,
  • Under Ground Drainage: Mains, Sub-mains, Laterals, Condition,  Main holes.
  • Street Lights: Type of lights, Age, Condition, Service No. Power Bores, Depth of Bore well.
  • Solid Waste Management: Dustbin, Garbage, Mode of Transportation, Type of wastage,                                                sanitary vehicles & Tricycles.

The following details are given below: -

      Properties:

  • Plot and building boundaries measured upto 0.1mt accuracy (including vacant land, parks, play ground etc.,)
  • Building height with number of floors.
  • Usage of building with trade specification if any.
  • Type of Structure.
  • Water and drainage connections.

      Roads:

  • Road network system with clear hierarchy.
  • Information relating to right of way, carriageway, width of footpath.
  • Information relating to type, condition.

      Street lighting:

  • Street lighting network with information about transformers, electric poles, his mast lighting, status of working condition etc.,

      Surface Drains:

  • The main town level drains with final disposal points.
  • The intermediately drains and all other drains.
  • Cross-section of all drains with clear width and depth (levels).
  • Information about type of drains i.e., CC, Brick, etc.,

      Underground Drainage:

  • Type of underground drainage like Trunk sewers, main sewers and sub main sewers.
  • The location of manholes, house service connections.
  • The diameter, age, material and condition of pipe.

     Water supply:

  • Details of intake works including pump station (if any)
  • Raw water mains.
  • Treatment plants.
  • Built distribution, transmission
  • Reservoir tanks including balancing tanks and bore holes in relation to each of the above records should show, material, age and capacity, top and bottom water level.
  • Information on the distribution system should include:
  • The diameter, age, material and condition of pipe.
  • The location of valves and bulk meters.
  • House service connections, public stand posts, interconnections and valves.
  • Transmission mains including pressure mains.

 The final output data shall contain the following:

       AUTOCAD Format:  

  • Election Ward wise in sector wise like roads, streetlights, water supply, underground drainage and open drains and mosaic in sector wise an asset register in sector wise.
  • The polygon themes should not any silver polygons.
  • The total No. of properties mapped and data collected through survey formats shall be same.
  • No property feature shall be left without integration of Non-special data.

      GIS Format:   Shape files and arc map documents, ward wise and sector wise.

     Ward wise Maps:                                                    
  • 1:500 for Property mapping
  • 1:2500 for Roads, Drains, Sewerage & Community toilets, Street lighting and Solid waste management, Water    pumps, hand pumps and public stand posts.
  • 1:10000 for mapping the water transmission system.
